Yes that is the dropbox link.

I have this morning created a directory in my Google Drive for the SF3
version of the soundfont.

Anyone with the link has read access to that directory and can download the
SF3 file, the licence, and the Changelog.

I have shared that with all I have in my Google+ MuseScore circle.

And am sharing it here too........

https://drive.google.com/folderview?id=0B7cZM0RQwkwST2tiWWFiaTN0WFE&usp=sharing

A caveat to making it generally available through the handbook is that
adding it to the User soundfont directory in
Documents\MuseSCore2\SoundFonts\ makes the soundfont twice in the list in
the Add dialogue, once from the Application specific Soundfont ie
ProgramFiles(x86)\MuseScore\Soundfonts and once from the user soundfont
directory - obvioulsy I'm talking about Windows here but the same will apply
to Mac and Linux but with their specific path structure.

Will keep you informed about the MarchingPercussion licence.

Michael
