In this case, yes. Billboard distributes it (for money either online or in books) as just a list of songs, or in the case of the books with some additional info. Someone took the list and dug up mp3's of all the track and wrapped them in one giant torrent. Billboard -does- have some releases: they have a variety of "Top 10 Songs of 1992" and such: these mostly match their official lists, but not quite since some artists and labels refuse to be on them... Those are genuine official compilation discs, though.
