No.  Not only is that incorrect, it would be a violation of FCC
regulations.  Any station which has a license to broadcast OTA that is
also carried by a cable provider must be carried without encryption.

What the FCC lifted was the ban on encrypting "expanded" basic
service.  This covers channels like the Food Network or Comedy
Central.  These are all stations that have no over-the-air broadcast
equivalents.
