It's a little more liberal than that. For example, you can run a web site with it for free if you want. The restriction is the standard GPL licensing restriction that says you can't use it for free in a commercial application unless that application is also GPL'ed. MySQL was built itself with other GPL software so it's probably required to have this sort of licensing.
