That stuff is likely just the remnants of the flux compound and only means they didn't clean up very well................

What you're looking for is a pin that is sitting in a blob of solder, but moves when pushed. Its a bit difficult to explain in words. Get a friend to help you and do what I suggested before; push down from the top while you look with very good light and perhaps magnification from below.

OR, just suck off the old solder and re-do each joint............note, it's almost as easy to replace the connectors while doing this.
