[NetMeeting] Firewalls

So what's actually the deal with firewalls?  Is there a way to tell
netmeeting to allow another computer to contact me if I've set up a proxy
servor?  Can I set it up so it will let certain IPs through?  Or will that
only work if they have a static IP.  If I can't, what will usually work of
the netmeeting features and what won't work?
