More information from NetGuard manual.  (NAR may not be needed)

"Packets from hosts with static adress assignments are routed via there
permanent official IP adresses for all communications" -- They are talking
about incoming traffic here... so I assume they mean that the internal
machine is responding to the external address

"Packets from hosts with single adress assignment will appear to the outside
as originating form a single IP address"  -- What they are saying here is
that my internal computer will have it's address changed to the external
address for external traffic.

I was hoping that this meant that I could log on to the ILS server (located
as a seperate machine on the internet) and my client would be logged on with
the external address.  When people hit the external address it gets
translated to the internal address thus letting people connect to my
internal machines.

Like I said, I have yet to implement this.  (will be working on it this
coming week)

Do you see any problems I am not covering here?  The guys at Microsoft
thought it would work...
