Hi! In a silent move, Elcot has updated the tender document and removed the Linux and Windows dual booting requirement. The latest tender document specifies " Pre loaded Windows with Anti virus" instead of previous " Preloaded Dual booting - Windows starter edition with Anti Virus for 1 year license and Linux".
