I guess surely ELCOT comes under RtI?
We can in that case get what ever details we wish to know.
The justification resulting out of whatever correspondence can be asked for and also be argued once we have the facts. Obviously when IAS Umashankar was in ELCOT there was very little scope that such a thing could have ever happened.
But certainly we must talk with the said organisation.
I think Mr Santosh Babu holds the authority as far as my latest knowledge about ELCOT goes.
