KK, you are right that RTI is applicable. But I think one cannot wait for
such fineness. This is likely to become a fait accompli if action is not
taken quickly, which is why I proposed the 'Gandhian' threat of a letter
copied to ACB.

I cannot see any scope for 'facts' that are relevant to the choice of using
proprietary OSes for free laptops for schoolchildren, although of course the
local MS distributor may have a different opinion, one that the current head
of ELCOT may not be able to share very openly.
