Clarification by IT Minister

In response to the story ‘Free Laptops not to have Open Source Software –
ELCOT modifies specifications to cut costs' published
We should ask this question: why spend money on Windows at all when BOSS is
sufficient. What are the reasons for pre-installing windows in the first
place? And then install antivirus as well? What are the reasons why they
felt BOSS is not sufficient, if at al they have any arguments. can we ask
this kind of question under RTI?
Yes. RTI in to why pre-loaded with Windows and what is the cost of the
same. Just like in all government tenders there is provision for cost
break up this tender should also have cost breakup of hardware and
software.

Question again: Who is going to file RTI? Is TN-FSF ready to do that?

Both Hindu articles quote the govt as having consulted lots of credible people etc. these consultations would be available in minutes/reports/documents. the RTI should ask for these evidence on which the decision was made. apart from cost breakups.

quote
IT Minister R.B. Udayakumar said the specifications were recommended by a set of experts from the industry and academia, taking into account what would suit students the best. “The tender would be renewed every year to accommodate the best and make the process democratic,” he added.
and
These specifications are assessed to be the best for the students.
