It looks OK up to the extent of giving a sop to the FOSS community.  
However:

1. The users will never boot Linux, so its presence is nothing but a 
charade.

2. Microsux will end up getting revenue from 24+ lakh (as per the Hindu 
report) Winduhs installations, which is what they wanted.  I'd suspect a 
mutual back-scratching agreement between the powers-that-be and MS, but 
we all know our bureaucrats and politicians are incorruptible, so that 
scenario is unlikely.

3. With 2.4 million installations of BOSS, CDAC will be able to get 
another umpteen crore of funding from GoI.

Everyone's happy except the FOSS community!
