+1, keep in mind that its not the installation of GNU/Linux that makes a difference, it is how you pitch this to the users, or more correctly, how you unpitch or unmarket foss. I can tell out of my 6 + years experience that dual boot machines are like say no to linux campains because often people give up linux for small small reasons and then continue to boot windows. In such situations, linux just becomes a fassion for students and they hardly feel like using it. By dual booting, we don't give enough encouragement and insentives to users in favour of FOSS. It is like to commonly say "I will put Linux on the machine, but just an option to try. for all the general use i will also install windows". Or some what less common attitude, "you can use linux for some things, but for many others you can't do without windows. So let's dual boot ".

2. Microsux will end up getting revenue from 24+ lakh (as per the Hindu
report) Winduhs installations, which is what they wanted.  I'd suspect a
mutual back-scratching agreement between the powers-that-be and MS, but
we all know our bureaucrats and politicians are incorruptible, so that
scenario is unlikely.

3. With 2.4 million installations of BOSS, CDAC will be able to get
another umpteen crore of funding from GoI.

Everyone's happy except the FOSS community!

+1 again, but I think counters of FOSS have found out a nice diplomatic way to put it away.
