If the advice has come essentially from commertial enterprises to a
large extent, then that itself says it all.
Regarding academia, well except quite a few, what would it take to buy
so called "credible " people?
I am still not certain if at all GNU/Linux will go on laptops.
To say that "we will make it a choice " is to say "pragmatism and FUD
will decide the matter ".
And we can very well understand that its not only about the government
decision, its the way it is implemented, if at all FOSS is to reach the
needy students.

Yes. RTI in to why pre-loaded with Windows and what is the cost of the
same. Just like in all government tenders there is provision for cost
break up this tender should also have cost breakup of hardware and
software.
Question again: Who is going to file RTI? Is TN-FSF ready to do that?
Both Hindu articles quote the govt as having consulted lots of
credible people etc. these consultations would be available in
minutes/reports/documents. the RTI should ask for these evidence on
which the decision was made. apart from cost breakups.
