afaik, the convention of using VLANs for PPAs > 1000 means that pretty
much all drivers are confined to less than 1000 PPAs.
I was assuming that someone would remove that godawful hack when
Clearview delivers ;-)
We cannot because we need to provide the backward compatibilities.
