Edit /etc/inetd.conf and put a hash (#) before the lines that start with ftp
and telnet.

Or if you only want to shut down these services for "outsiders", have a look
at /etc/hosts.allow and /etc/hosts.deny (man hosts.deny and man
hosts.allow).
