[newbie] Home network problems

I am attempting to network a Mandrake 7.0 (as server)
with a Win98. When the Win98 trys to conect I get the
following message in var/log/messages:

dhcpd: DHCPREQUEST for 24.163.154.74 from 
00:50:ba:43:c7:aa via eth1: ignored (not authoritative)

What do I need to do to make it authoritative if 
that's what it needs.
