I agree that it could be a lack of letting the bike warm up fully, or the stock 
lean settings. But on my 50 I got average 47-48 MPG stock, and 45-46 after 
installing a uni air filter, hodge mod on the exhaust, richening the pilots, 
washering the needles, and installing larger main jets. The bike ran much 
better after the mods.

I wouldn't do any adjustment to the carbs. I honestly believe its normal
Honda lean setup for maximum mpg's and just remember to use the choke first
couple of miles till its fully warmed up. unless your not concerned about
mpg's? then you can do as allen suggested and/or adjust the a/f screws out
a half a turn?
