I would add that I think a job poster (local, regional or not) should become a group member first (showing some deliberate, specific interest in posting the job info for this group specifically) and not just a post like these most likely broadcast with a script of some sort. My $0.02.

If we require that as a condition of approval, that'll help determine whether or not to approve messages that are awaiting approval.
