Review Comment:
   You're right — it was setting precision on all column types. Fixed: 
`ColumnConfigToColumnBinder` now only applies explicitly configured values 
(i.e. not `-1`). The dialect-aware defaults (15 for most databases, 126 for 
Oracle) belong exclusively in `NumericColumnConstraintsBinder`, which is only 
invoked for `Number` types in `ColumnBinder`. Also wired the actual dialect 
from `JdbcEnvironment` through `SimpleValueBinder` → `ColumnBinder` → 
`NumericColumnConstraintsBinder` so the Oracle path works correctly at runtime.

Review Comment:
   Yes — `NumericColumnConstraintsBinder` correctly defaults to 15 decimal 
digits for most dialects and 126 bits for Oracle. The dialect is now properly 
wired at construction time via `JdbcEnvironment` rather than defaulting to H2.
