I actually wasn’t aware that there’s a Mac version of Okular.
(But annotations are still a PITA.)
The 2 editors have demo versions, I don’t know what you can do with
them. I’ve a license of PDF Studio Pro (since it’s the only tool besides
Acrobat Pro that can check & convert PDF/X).
Apple’s Preview allows to include a manual signature. I would be
surprised if that counted as a valid digital signature.
Apparently Wondershare, PDFgear, and Sejda do the same.
I found https://www.bytesigner.in that is apparently aimed at big
companies, they don’t even name a price.
