Just to be clear the error is being thrown on the cosnole when trying to start 
the Citrix Fundamentals QuickStart

And back to square one, i made the change required for the services to start up 
again (which they did)
but when trying to check applications I still get the :

"Unable to retrieve Published Application Data. Ensure that the master 
server is online and that the Citrix MFCOM and Citrix IMA services are

I remember that error, Google should help you narrow it down. I'm watching

Ok, first and foremost I know this product is ancient and probably not in 
existence anymore, however, this is at the site and I have no control over it.
 
Little background, this user was recently having the Exchange connection issue 
with a new phone, and per the guidance of this list I changed his adminCount to 
0 via ADSIEdit
and it worked perfectly;
 
FastForward  he is unable  to logon to Citrix fundamentals with the error
"you must be granted logon ....... permissions"
 
The user is not only a domain admin, but also a Citrix admin on the box (its 
2008TS)
and I manually added him specifically to the RD group
 
Naturally I go to quickstart > management> Applications and there it is
 
"Unable to retrieve Published Application Data. Ensure that the master server 
is online and that the Citrix MFCOM and Citrix IMA services are running"
 
Per some articles I launch quickstart with logging enabled and find

Do I troubleshoot, or reinstall citrix?
