The case isn't the problem - if your CPU fan is 80mm and only running 1500 RPM that's too slow for a busy CPU. 2500 RPM is typical for 80mm CPU fan. Either that or the heat sink isn't properly attached to the CPU itself - this can often happen with Intel style "push pin" fans if one of the legs comes loose.
