Yes that sounds more like it. !! I still say , VS did a sterling job at the time and why their contract was cancelled, still remains a mystery to me. They were pro active in fighting crime , not re active. Now we pat the guys (guards and police ) on the back when they arrive quickly after a crime had been committed, but if we had pro- active guarding/policing , we would stamp out most crime before it can takes place. With VS , thugs avoided OBS to a large degree and that is what we need.
