If you are not used to working with SVN, then I can understand if the
instructions sounds complicated. It is, however, not as bad as it might
seem.

Basically, the steps are as follows

     1. Make the code available somewhere and announce it on this list.
        Somebody will then have a look at your code. We have this step
        for all new contributors.
     2. We give you access to SVN and you upload your package source
        code.
     3. You use the 'generate_html' package to create web pages for your
        package.
     4. You upload your package and the generated web pages to
        https://sourceforge.net/apps/phpbb/octave/viewforum.php?f=1

And that's it. If you have problems with any of the steps, you just ask
on this list; people will come to your rescue :-)
