I think we want to observe where there is a perceived obstacle to our  
effectiveness. In those areas alone, we should then seek to agree an  
interpretation of the constitution that removes the obstacle. If we  
can't do that we should then take more extreme action.

I'd suggest enabling the conduct of business via e-mail is one of  
those cases where there's a perceived obstacle.
