Maybe the right approach to this generic type of problem  (constitution
provides too much tactical detail on the mechanics of actions) should be
to capture the goal/desire in the constitution and refer to operational
policy set by the OGB - splitting strategy from tactics, so to speak.

In this case, the const would simply say that there needs to be a way to
conduct OGB business via email that satisfies [some list] of requirements,
and have an OGB Policy on exactly how that activity is done.  If the
mechanism needs to change, the OGB can do it easily, without having to
modify (or ignore) the constitution every time.

Same for the members meeting, properties of CGs and Ps, etc etc etc...
