Yes you can produce any material that you want using the OGL.
What you CAN'T do, is to slap the d20 logo on it. The license
which grants the use of the logo has restrictions on it. The OGL
license itself does not.
Now if you are only wanting to add steps to character creation (not
altering the current steps), I think that it has been said that that
would be okay, depending upon how you did it.
