Well, in my classless, levelless version of d20 (which is pretty much
bare bones), at character creation, I make all skills 1 point each
(including combat skills), but implement a limit in maximum skill
rank. Only it's not a hard limit. The player get to pick a certain
number of skills their character can exceed the limit in at character
creation (the number isn't fix, it depends on the number of skills
available in that game), or those skills are set according to the
characters starting template.
Because it doesn't have levels, I have a number of different methods
for skill improvement, most of which are inspired by other games (in
other words, ripped off from - I did say it was classless) . And once
the character is created, the limits go away.
