That's exactly what I did with the Wp/Vp document I wrote - the title and
foreword were designated as PI, while the rest of the document was OGC.
Then I immediately granted everyone license to use the PI so long as they
didn't modify the OGC.  That way, they can tweak the OGC to their heart's
content so long as they don't use the title, but wherever you see the title
you know its always the original stuff.  I suspect that's what Clark and
Steve are doing as well.
