Just, as a point of clarification, I didn't make such a suggestion (or at least, it was not my intention to make such a suggestion).  In fact, I commented when Clark said that "spell names from R & R are PI of Clark and used by permission" is, for me, an insufficient declaration of PI.  It's a fine declaration of compliance with Clark's license, but not sufficiently clear, for me, as a PI/OGC declaration.

So I wholly agree with you.
