If we're tossing around these theories. I have a question about this as regards some stuff I've been working on.
 
Does PI allow for Variable replacement or is it simple white-out?
 
Example:
I have a particular book that has a couple of spells and npcs that I want to reuse. The names of the spells and NPCs are declared PI while the rest of the stats are 100% open.
 
PI Declaration: John, John's Flaming Dart, Sam, Sam's Razor of Truth
 
Document:
John <stat block 1> Spell list: Level 1 spells: John's Flaming Dart, Magic Missle
Sam <stat block 2> Spell list: Level 1 spells: Sam's Razor of Truth, Magic Missle
 
John's Flaming Dart
<spell description>
 
Sam's Razor of Truth
<spell description>
 
Above Document viewed as PI Whiteout:
[blank] <stat block 1> Spell list: Level 1 spells: [blank], Magic Missle

Actually, that's the "forbidden terms" theory.  Both suggest that you remove all occurrences of the term where the PI declaration suggest you need to.  However, the "white out" theory suggests that you can put them back in where you can find similar usages from other sources.

Also, the "forbidden terms" theory, if properly employed, need not be so overbroad.  It could say, "The spell names included in this volume are declared as PI insofar as those names are attached to the spell as titles of those spells, or insofar as they are used to refer directly or indirectly to those spells.  All other usages of words that happen to appear in spell names are permissible, as such terms in any other context shall be construed to be OGC."
