A whole setting and an adventure in 3 days, including art and layout?
That's a BIG ask. If the setting was ready to go, all bar the stat blocks,
then it might be doable. But that kinda defeats the purpose of the whole
exercise.

If you had a setting ready to go, you could just develop an adventure on
site. Developing, writing, illustrating and layout in 3 days would still be
a challenge (it took me well over a week (working only nights) to write the
10K word MSHAG adventure section for the RPGA decathlon, but there were
large periods of procrastination and indecision in there as well). The
distraction factor from the noise and the interruptions would make it that
much harder though. The odds against doing a really good (or maybe even
only halfway decent) job of it would be pretty high I'd reckon.

Having said that, it would almost be a fun exercise to see if it could be
done, if only in the writer and/or layout roles (I can't illustrate all
that well). I do enjoy rapid fire adventure development. Unfortunately, I'm
not going to Gencon this year :( If I was, I'd ALMOST be inclined to help
out with this hare-brained idea.

Mind you, I don't think it would make much of a spectator sport :)

Here comes the first word and... it's the definite article, "the".
No, wait, he's crossed it out. Oh and he's signed his name again. A very
disappointing start.
