As it happens, my current back burner project is a D20 module generating 
system.

The software is not D20.   It's not even OGL.   It's may or may not be GPL.

On the other hand, it's output (a web page) _is_ D20, with all the bells, 
whistles and gongs clearly marked as to their status.

The script driving the web page is no more effected by the license of the 
web page than FrontPage or GoLive would be in a more traditional "static" 
web page.
