It is a very, very nice thing to do, but far in excess of what NEEDS to be
done.  What NEEDS to be done is that the OGC must be clearly identified in
every situation where it appears.  If he chose to do it in a file would need
to distribute this file along with his app regardless of whether it was
available separately.  In that sense it is just like the source code of a
GNU GPL application - you must distribute the source regardless of whether
you distribute the app in a compiled form.
