Not entirely true.
Combat system, standard feats, abilities, character creation in terms of
abilities and bonuses.
Plus it broadens the appeal of D20 to people that won't touch levels and
possibly classes.

Broader appeal to both markets.
Where WOTC and everyone else benefits is that you 'bridge the gap' a little.
The PHB is still required for a great deal of information so they don't lose
out there, plus there is the possibility of selling other material to people
who don't care for levels etc.

Reading through the document over and over I think the intention is to
protect the level/class system and require referral to it in the PHB. They
allow you to replace/amend the chart and create new classes with their own
level progression already, I don't think a non-level based one is
'threatening' in that context.

Still getting contradictory messages on this one, I think it's going to have
to be sorted by talking to them.
