Can I ask why? I've used several systems that use them, and I have found all
of them to be excessively pedestrian.  It adds two or more steps to every
combat hit.

Then you'll need to forego D20, since the character generation system is one
of the few things locked in about it, and go with OGL.

Why don't you just play GURPS?  You can even get a "Powered by GURPS" license
from SJG, so you don't have to sell it to him if you don't want to.
