In converting my old Wandering Hamster maps to use the new layers 
feature, I realized that I *desperately* required two new features.

1) A general bitset that can change the default state of "Default 
Passability" to OFF in the Map Editor. I realized I needed this after I 
utterly destroyed my pre-existing customized passability for the 18th 
time.

2) A way to quickly replace all of one tile on a map with another tile. 
For proper layer behaviour, tile #0 must be black, and on most of my 
maps, tile #0 is grass or water. After spending over an hour on just 
Flanat Village and Flanat Village outskirts, I realized I needed this.

I've written patches for both of these already, but since I have already 
called a "feature freeze", and I don't want to break my own rules, I'm 
not going to check these in without agreement from the other developers.
