For proper layer behaviour, tile #0 must be black, and on most of my maps, tile #0 is grass or water. I've written patches for both of these already, but since I have already called a "feature freeze", and I don't want to break my own rules, I'm not going to check these in without agreement from the other developers.
I may not be a developer, but I for one would GLADLY welcome these changes/additions. >.>
