I need to qualify the above. Only ARC review must be open today[*].
Project teams may or may not, but really should do design and code
reviews in the open. If you see a push that you care about that was not
reviewed publicly you might want to complain.
It would be nice if RTIs were public (except for sec vulns) so that
community members could see what CRs are being fixed and comment on any
where there's been no public code review.
[*] There can be closed cases, but to integrate into OpenSolaris they
have to eventually be opened and, IIRC, re-reviewed. There still
aren't any non-Sun ARC members, so re-review would be fairly
pointless right now.
