IMO the better approach is to move l10n to l10n-archive or archive/l10n
(I like this last one, we have a 9 GB repo, more than the 90% is for
sure deprecated content, so an archive/ folder looks like something we
will need sooner or later), then those who show concerns about removing
old stuff can review the old content, see what is still relevant, port
it to MarkDown, and move it to the new l10n.

And yes, content as to be ported, as it will likely look ugly in the
mixture of old html format and the new navigation bars (they are applied
recursively to all the content in the folder).
