Which app?  HUPping what?

No.  One spawns the other.  Kill them until they're both dead
and then start named with the approriate flags.

Often there is no need to kill and restart.  usually rndc will
do whatever you need done without a restart.   man rndc (8).

Need to know more of specific circumstances here before advising.
