Looks more like an etherape problem, if stuff like nslookup or dig
(or sendmail, or mozilla or ....) is working on the same box for
the same user.

Alas I'm at 4.0 patched, but am not brave enough to re-install 3.9,
so I'll probably not be able to exactly duplicate your problem.
