The modern solution is to use the mingw-w64 compiler, which produces standalone .exe files, that can run on any windows. And the most convenient way to run mingw-w64 is to install a Linux distribution (Ubuntu 18 LTS is a great choice) in the new Microsoft WSL (Windows Sub-system for Linux) - https://docs.microsoft.com/en-us/windows/wsl/about.
