The Linux process requires a _single_ patch format as well.

Those people can be told how to send their contributions properly with 
some documentation, regardless of the format.

Indeed.  Of course a single format is best.  I'm just highlighting the 
fact that some communities already converged on a format that happens to 
be the most efficient given the volume of patches involved.
