I have quite the same problem. New cards are in the state MANUFACTURING. I
can initialize the card with the Siemens-Tool 'Card Viewer.exe'. Afterwards
the card is in the state OPERATIONAL and the temporal (until next power
cycle) transition to ADMINISTRATION is protected by a pin. I think the pin
is queried by pkcs15-init, but none of the pins I configured during
initialization with 'Card Viewer.exe' do work.

What I have to answer to the question from pkcs15-init: 'Please enter
Unspecified PIN [reference 116]:' ?
