Hello, I'm having the same problem. This is my first time developing an application. So I did everything like you said. But I was unable to add the application to my profile. I'm stuck on step 4 as well.
This post it's kind of old, maybe there's another way to submit an application? Sorry if I've posted it in the wrong place. Can you give a hand on that?
