If the system recognizes the card at all, this should work:

  dladm show-link

As for plumbing, it ought to be as simple as:

  ifconfig rtls0 plumb

I wouldn't expect reinstall to change anything.  That's an
administrative procedure that's ...uhm... applicable to other
operating systems.  :-/
