Hmm. I have tried to reproduce this behaviour on HP-UX 10.20.
serv01 21: which makedepend
/opt/imake/bin/makedepend
serv01 23: what /opt/imake/bin/makedepend
/opt/imake/bin/makedepend:
        X Window System, Version 11 R6+ HP-UX B.10.20.00 January 2001 Patch Release
        (build date: Mon Jan 22 19:09:38 IST 2001)

The CFLAGS seem to be passed properly...
