The reasons I included build.bat and Ant in WebWork in the beginning was mainly because:
1) Not everyone had Ant
2) There were different versions of Ant around (still are) and to make sure that the right version was used, I included it in the project.

1) is maybe not an issue anymore, but 2) is. But maybe people don't think 2) is too big of a deal.
